Reference: Request of the victims for information on the action taken regarding deportation of the Muslim refugees from the Republic of Montenegro in May 1992

 

Respected Mrs. Medenica,

I am adreessing you with the power of attorney of the families of Muslim refugees who have been illegally arrested in Montenegro and deported to the military forces in the Republic of Srpska in May 1992, where they have been deprived of their lives:

Safet Buljubasic,
Husein Rikalo,
Midhat Rikalo,
Zaim Rikalo,
Nedzib Lojo,
Enes Bico,
Sanin Krdzalija,
Mirsad Borovac,
Suad Karacic,
Izet Tufekcic,
Amer Prelo,
Himzo Cengic,
Smail Hasanbegovic,
Alija Prutina,
Hajrudin Bihorac,
Esad Bosno,
Asim Begic,
Azem Begic,
Hazim Hublic,
Azem Pljevljak,
Sevko Kubat and
Esad Hadzic.

In addition I address you on behalf of the following survivors and their families who have on the same occasion been illegally arrested and deported to the Foca concentration camp:

Rasim Hanjalic,
Hamed Celik,
Ekrem Cemo,
Sadik Demirovic,
Munib Hadzic and
Ismet Isakovic .

As you may know, all of the above listed persons, as well as several more Muslim refugees from Bosnia and Herzegovina, have been deprived of their liberty without legal grounds in a joint action of the Ministry of Interior of the Republic of Montenegro and the military forces of the Republic of Srpska in May 1992. Also in violation of the law, all of those persons were delivered to the hostile war party as hostages - war prisoners and the vast majority of them were killed.

We especially address you on behalf of the family of Malik Meholjic, a pre-war mayor of the town of Srebrenica, who was last seen on 15 May 1992 apprehended in the police headquaters in Bar.

We hereby attach the copies of the letters we have directed to Mr. Dragan Djurovic and Mr. Milo Djukanovic on the issue, and to which we have received no answer to this date.

The facts of this police action are a matter of public knowledge, and are mostly officialy available from the respective state bodies. The action entailed performance of several grave offences, inter alia, a war crime against civilian population. We assert that the thirteen-year-old avoidance to initiate criminal investigation against the perpetrators and those who have ordered the perpetration of this crime, together with the fact that the State prosecutor's office was consulted before and during this tragic illegal operation, additionally requires Your performance in accordance with law, i.e. initiation of an immediate and efficient investigation and indictment of those responsible.

We also remind You that the innefficiant investigation in the matter represents a form of prolonged violation of the right to life of the victims of this crime, as well as a form of torture, cruel and inhuman treatment of the victims' families, according to the international standards in force in Montenegro. The violation of the international humanitarian law and human rights in this case of illegal deportation of the Muslim refugees from Montenegro represents the gravest crime in the newest history of Montenegro that must not remain unpunished.

As representatives of the victims' families we request information on the action taken on investigation of the crimes commited.
